(1) In the discharge of
its function, the Commission shall be guided by such directions
in the matter of policy involving public interest as the State Government
may give to it in writing.
(2) If any question arises
as to whether any such direction relates to a matter of policy involving
public interest, it shall be referred to the Central Commission
whose decision thereon shall be final and binding.
(3) The State Government shall
consult the Commission in relation to any proposed legislation or
rules concerning any policy direction and shall duly take into account
the recommendation, if any, made by the Commission on all such matters.
